I've got a question...
If my opponent has Standstill on the field and i'm playing a spell may he draw 3 cards and conter my spell afterwards?
And if that's the case may I also remove a counter from deep-sea kraken when my opponent played a spell even if i countered the spell?

im pretty sure yes. Its still considered playing a spell even if it doesnt resolve. |

A spell is always played if it was paid for (alternative costs are paid). The only things in Magic that aren't "played" are lands.
Standstill will trigger as soon as someone declares a spell, the other player(s) will draw three cards and may procede to any action as long as they retain initiative.
Deep-sea Kraken works in the same manner, if your opponent(s) play a spell, you may remove a counter from the Kraken. |

I'm pretty sure lands are "played", even though they're put into play as a special action.
Exploration reads, "You may play an additional land each of your turns." Azusa, Lost but Seeking reads, "You may play two additional lands on each of your turns."
However, if you're addressing what will or will not break Standstill, the text reads, "When a player plays a spell, sacrifice Standstill. If you do, each of that player's opponents draws three cards." So only a "played spell" will cause Standstill to trigger. This has some significance because a suspended spell isn't "played" until it unsuspends - suspending the spell is a special action and isn't a played spell (see rule 409.1 of the Magic Comprehensive Rules* for what is a "played spell").
