if you are going to a ten proxy tournament, you really only have 2 options.
1) mono red shop. (need welders and a mana crypt, proxy 6x mox/lotus and 4x workshops).
2) Ichorid (mana or manaless; for mana need to proxy lotus, mox s and 4x bazzar of baghdad, for manaless, just need to proxy 4x bazzar).
Mana ichorid is much stronger than manaless. |

The cheapest deck I can think of would be an Ichorid variant. You only really need 4x Bazaar of Baghdad, running about $150-$200 right now each. Making the whole deck under $1000 USD, which is cheaper than a single Black Lotus.
Here is the list I run on MWS for Manaless Ichorid. It's probably not optimal but it's a start.
