Can this deck be competitive?
No, the basic concept is flawed

With a major overhaul, this would work for strictly casual play

Tweaked, it's good for casual play

With the right changes, this could be a half-decent tourney deck

//Name: WU Enduring Renewal Milling

//Land: 12
4 City of Traitors
4 Hallowed Fountain
4 Tundra

//Creatures: 8
4 Ornithopter
4 Phyrexian Walker

//Artifacts: 12
4 Chrome Mox
4 Lotus Petal
4 Altar of Dementia

//Other: 28
4 Enlightened Tutor
4 Enduring Renewal
4 Careful Study
4 Energy Arc
4 Obsessive Search
4 Flash of Insight
4 Force of Will

//Sideboard: 15
SB: 3 Chill
SB: 4 Stifle
SB: 4 Hydroblast
SB: 4 Angelic Shield

1) Get Altar of Dementia in play
2) Get zero cost creature in hand
3) Get Enduring Renewal in Play
4) Play zero cost creature
5) Sac creature to Altar of Dementia
6) Enduring Renewal returns creature to hand
7) goto 4

Enlightened Tutor can pull any part of the combo, since the creatures are artifacts.

Blue draw/discard is there to find the combo and dump fodder for flash of insight's flashback effect.

When this works right, it works really well. The nice thing is that only 2 + 4 mana are required for the combo. One of my better openings while testing went something like this:

Turn 1
======
Play Chrome Mox (Imprint Energy Arc)
Play Hallowed Fountain (pay 2 life)
Tap Mox to play Careful Study (Draw 2 cards)
Discard Flash of Insight and Obsessive Search (Tap Fountain to pay maddness cost and Draw a third card)

Turn 2
======
Play Lotus Petal
Play City of Traitors
Sac Lotus Petal, tap Fountain to flashback Flash of Insight (search top 3 and got Altar of Dementia)
Tap City of Traitors to play Altar of Dementia
Tap Mox to play Enlightened Tutor (put Enduring Renewal on top of library)

Turn 3
======
Tap City, Mox, and Fountain to play Enduring Renewal
Play Ornithopter
Combo goes off

I haven't finished testing yet, but I don't think the deck can pull off Turn 2 wins except in the "ultimate first draw" scenarios. Turn 3 wins happen sometimes. Turn 4 or 5 wins are common. Obviously not a top tier deck (can't touch Solidarity/Spring Tide for speed), but it is fun.

My questions are:

1) Should stifle be mainboarded to help deal with Tormod's Crypt et al removing the creature from the game before it goes back to my hand? What should it replace?

2) What changes would make it more competitive? Some kind of mana acceleration?

No. Damn, I need to read cards more closely. Answer to Poll: No, the basic concept is flawed.

Right now this is going to be better for T2 now that they put enduring renewal in TS as a timeshifted card.

how bout the phyrexian guy 1 mana casting cost for and 12/12, that would be alot better

you would only need around 4 or 5 mana to deck him and it wouldnt matter that you would have to sac other creatures it kills himself, which would work

-4 ornithopter, +4 phyrexian guys that would be better
