Does radiance affect on-color creatures that came into play after the card with radiance was played?
eg surge of zeal on a Llanowar Elves, then play another Llanowar, does the second have haste?

No. Cards with radiance (as well as similar things like Hideous Laughter) only affect the cards in play when they are played.

UHHM I'm wondering how does someone play a a spell with radiance and then play a creature i thought that creatures are only able to be played at sorcery speed, unless your playing a creature with flash, then o.k. and no the radiance would not work in that case
