also it costs mana so u could do it a couple times but ur opp would get a turn eventually

Chronosavant
5w
Creature - Giant R
1{W}: Return Chronosavant from your graveyard to play tapped. Skip your next turn.

I should be pretty stupid but i cant see how zur's weirding(see below) gives u infinite turns.

3U
Enchantment
Players play with their hands revealed.
If a player would draw a card, he or she reveals it instead. Then any other player may pay 2 life. If a player does, put that card into its owner's graveyard. Otherwise, that player draws a card.

Yeah....

Zur's weirding is more synergestic with life gain and replacement effects for drawing.

I can't ever think of skipping turns being a good thing, except when they're locked down with some stasis/smokestack variant and you can skip turns indefinitely (chronatog).

Chronosavant doesn't allow you to skip turns indefinitely. You need a way to generate mana as well as a sacrifice outlet. Hmm.... I can think of ashnold's altar... but that's colorless.

Yep. Too much of a pain. Doesn't really work.

Skipping your turn is not whatsoever a lock with Zur's Weirding. If you ALREADY have a lock with Zur's Weirding, then yes, Chronosavant is a very good win condition to have in your deck because regardless of if they mill it or not, you can return it to play, but it's not a combo in and of itself because you do not have any sort of lifegain in the mix.
