if someone plays a spell and i counter it sending ot to their grave, can they copy their countered spell with izzet guildmage or any other cards that do that liek twincast?

they can before your counter resolves

If it is already in the Graveyard no. But while your counter is on the stack, thier original spell still is, and it can be copied with Twincast or Izzet Guildmage.
