Since the release of Ravnica the meta has been full multicolored decks abusing the power of RAV shocklands and 9th ED painlands. Due to this Mono-Blue Control disappeared.
However i believe that it can return and reclaim a spot in the meta.

Mono Blue Mommy May I? Control

Creatures-10
3-Keiga, the Tide Star
3-Meloku the Clouded Mirror
4-Jushi Apprentice

Other Spells-26
4-Hinder
4-Mana Leak
4-Remand
4-Rewind
4-Convolute
3-Thoughtbind
3-Tidings

Lands-24
1-Miren, the Moaning Well
1-Mikokoro, Center of the Sea
1-Minamo, School at Water's Edge
1-Oboro, Palace in the Clouds
4-Quicksand
16-Island

Sideboard
4-Pithing Needle
4-Overhwleming Intellect
4-Threads of Disloyalty
3-Bottle Gnomes

Card Choices
Counters:
Hinder, Mana Leak, Rewind, Remand-All very obvious choices for mono blue control.

Thoughtbind - Hard counters any small spell, very useful against aggro and yes people will say but not all meta decks are aggro but think about support cards for those non aggro meta decks they all have small cards to help them develop as set up

Convolute - It seemed that after the rotation of RAV in, Mirrodin out mono blue lacked good non counter support. With this extra counter not having those non counter support cards won't matter


Creatures
Meloku and Keiga-Game breaking creatures, obvious choices

Jushi - Card drawing and adv needed against the high numbers of aggro decks apperaing at tourneys

Other Spells -
Tidings - Large advantage can help replenish resources durin a long game

Sideboard
This SB is higly geared towards the dominant decks in my area which are BW aggro, Gruul beats, Zoo, and GG dragons(yeah go figure)

Bottle Gnomes-a man who can hold his own in the face of a kird ape and most other G/R creatures but if he does die his gonna give u a little boost b4 he hits the yard

Threads - VERY GOOD AGAINST AGGRO it takes just about ne thing u want when playing aggro wolves, apes, rusalkas, dryads, and alot of other good stuff

Overwhelming intellect - like i said geared to stop aggro and GG dragons this wud b 4 the dragons "Kokusho" COUNTER DRAW 6 CARDS YAY"

This deck has good game against...well everything but not all of the matchups have the same percentage of ur chances but this deck is strong and cud return Mono Blue to its former and long lost glory(well not long but u get my drift)

niv-mizzet control is a better version of the permission concept for the meta

Niv-Mizzet is the blue control deck for people that shouldn't be playing blue control.

i may work but you are missing something very important, the part when you can win aggro decks you may start control by second turn, but in your second turn will you have 2 lands? think about magnivore, in this time of the metagame you must think on good cards like disrupting shoal.

firemane control wins consistitentlyyes but takes too long by the time u win game 1 uve got 15 minutes left and that leaves time mayB long enuf for half of game 2
