Think of it like a Tripe oblivion ring. I know it's very close to Consulate Crackdown revealed recently for the new set. Thing is that only hits artifacts. This hits creatures and most importantly Planeswalkers, Also this can hit your own stuff also.... not sure why you would want to though as you have to wait 3 turns to get it back. Also notice that just killing this does not get you your things back as that would be "Skipping" the hearing and we all know that's also against the law.

3/5 I have to say that it's not creative enough to be my taste + a little bit too wordy not simple enough

When Emrulid attacks or blocks, sacrifice it at end of combat.

5/5 +1/+1 counters are not new, the combo with single block or attack is new because if you look at Lightning Serpent it's very different

Enchant Creature

At the beginning of your upkeep put a Time Counter on Curse with Age.

Enchanted creature gets -1/-1 for each Time counter on Curse with Age.

You may be strong now, but just wait a while and you'll crumble.

-Angered Elder

It's lifespan is directly related to the creature, as it's strength slowly diminishes. It might be a color pie bend, but I feel like the flavor fits the card. Smile

When Cruise of the Dig Ban enters the battlefield draw 3 cards.
Sacrifice Cruise of the Dig Ban: look at the top 7 cards of your library, you may place any 2 of them into your hand and the rest on the bottom of your library.

It didn't take a long time to ban the cruise on the ban of digging.

I liked reckless carjacker as well thought it was pretty flavorful and cool, however it needed to untap the vehicle also.
