There can't be more than 9 permanents in play. If a permanent would enter the battlefield while there are nine permanents in play, exile it instead.

In the beginning numbers were restricted to nine...
So a 9 cmc card that you can cast for 3 and doesnt allow you to add new permanents into play.

given that cards should be balanced, no where in the rules did I say it had to be balanced. sure I may have said a couple of the card where op but that doesnt necessarily make them bad

i think u missunderstood my card, it limits the total number of permanents to 9, yours and your opp's added. kinda permanent balance for monoW control. fast landing or land destruction and game most times.
