Cranial Extraction has no target but Surgical does target, so one you can and the other you can't.

well thats what i would do then if i knew my opp was going to be siding in extractions id prolly wait to have a hand with silence/or revival and then go off.

I hear pact of negation is pretty good at stopiing thos pesky extractions, memoricide, and extirpates... It is also handy against an opp trying to counter sunrise.

Deck isn't bad at all, but face it guys it just folds to extirpate/surgical, especially because these cards are usually paired with thoughtseize/duress/inquisition of kozilek.
