Okay, in honor of Innistrad's tribaliciousness and my love for weird tribes:

1. Create a tribal card (not necessarily the Tribal card type) for an offbeat existing creature type that has gotten little or no tribal support in the past (think Spiders and Scouts instead of Elves and Soldiers). It doesn't have to be a traditional "lord", although that's certainly an option.

2. You can assume there will be other cards for this tribe in the set; your card doesn't need to singlehandedly make the tribe viable, it just needs to be attractive for a deck based on that tribe. If you like, you can include a brief description of how you see the tribe working in the set although this won't be judged directly.

3. The mechanics and flavor should be appropriate for the tribe in question. For example, Spiders are defensive and hate on fliers.

4. Naturally, the card should be at a printable level of power and complexity. Ideally the card should be good (but not broken) in a tribal-based deck and marginal (or worse) by itself.

5. Grading criteria as follows:

Flavor (3/10): Is the flavor interesting and appropriate for the tribe?
Mechanics (3/10): Does it line up mechanically with what the tribe does? Is it mechanically elegant and innovative?
Printability (3/10): Is the card balanced appropriately, including rarity? Is it at the appropriate complexity level? Is it something Wizards would do?
Coolness (1/10): Is it exciting in some unexpected way? Does it make me want to play with this tribe?

Your opponents can't play non-creature spells with converted mana cost less than or equal to the number of Advisors you control.
"These sorts of things should be thought through a little more thoroughly. Try again next week."

I envision Advisors as mostly blue and white and focused on restricting the number or types of spells that opponents can cast, abilities they can play, cards they can draw, etc. in return for generally low power/toughness. Grand Arbiter Augustin IV and Gaddock Teeg were my main inspiration.

Whenever a nontoken ooze creature you control dies, put X 1/1 green ooze creature token onto the battlefield, where X is equal to that creature's power.

In the past I suggested killing these things from afar. Today our technicians need to develop wappons with more range. -- Kalimba Noluom, master tactitian

It is uncommon due to "Intangible Virtue" being uncommon. It could be rare though.

The general theme of tribal snakes is summed in ambush viper and winged coatl: Main abilities will be flash and deathtouch, with lords for example that give deathtouch to other snakes, or others that take advantage of flash/instant cards (like my card). The deck is supposed to be a draw-go type of deck, with lots of creatures though.

The set flavour here would be a plane where humans from another plane, brought by a planeswalker, would install, destroying the natural landscape and exhausting the natural resources. In response, the plane would release its fury in the form of natural disasters, elementals and hordes of beasts and insects.
