Rainbow Stairwell.dec What is this and why is it every where

i was looking at some of the Extended decks and this was Every where anyways there is pretty much only 1 of in every deck and it looks like edh hit this deck in the face except for the mana base can some one tell me what this is PLZZ!

Rainbow Stairwell, is (I believe) a separate, casual format of which I have never even heard of outside Magic-League. It seems to consist of an assload of singletons, and a manabase that consists of a set amount of Alpha duals and some amount of basics. It must be 5-color (hence the name) and (again, I believe) there must be a certain amount of cards in each color.

This is all guess-work from stuff I remember seeing. I wouldn't be surprised if it was mostly wrong, but it is definitely a separate format.
