I play (whatever) spell while my opponent has arcane laboratory, and counters my spell. At that point did that first spell count as my 1 spell per turn, or do i get to cast another spell because the first was countered.

playing a spell just means choosing targets, paying costs, and putting it on the stack. Anything that happens after that does not change the fact that a spell was played. So you still do not get to play another spell

Arcane Laboratory is in play. So no, you can't cast more than one spell per turn.

Locking this before it gets out of hand.
