hey there i was wondering if i use earthquake and me and my opponent contol a planeswalker

the damage to each player is dealt to me my oponent and each planeswalker?

or i chose my oponent or planeswalker? (like with volvanic fallout)

It works exactly the same as with Volcanic Fallout. You choose to either deal to your opponent or to his planeswalker.
