When you have less than 8 mana per turn to spend on creating tokens, Mobilization tends to be better (unless of course you really need your tokens to fly for some reason). At 8 mana or more per turn to create tokens, Sacred Mesa is better.

At the time you find your 1 sacred mesa/mobilization, you'll have 8+ mana easily. Therefore, the mesa is better.

Mesa is better with 6 lands also. In both cases u get 2 tokens for 6 lands, only mesa's are flying.
